On the 28th of August, President Delulu signed Executive Order 149-04, which established a new “Department of Growth” (DoG) as an executive agency under the President. The Executive Departments Act 2025 specifically gives the President the power to establish “non-statutory” departments through executive orders like she did in this case.
The new department would be put in charge of expanding SimDemocracy by advertising it to potential immigrants. This would be done through crossposts of posts on r/SimDemocracy to other subreddits and simply advertising the server on other discord servers. Employees of the department would also be tasked with creating images advertising SimDemocracy, emphasizing its strengths and advantages as a polsim server over other similar communities to be then used in subsequent advertising campaigns. The executive order also specifically went out of its way to direct the DoG to strategically plan and prepare such campaigns, unlike previous uncoordinated attempts at expanding SimDemocracy by the Department of Expansion or the President directly which saw little success.
Talking of the Department of Expansion, legally-inclined readers might notice the relative similarity between the Department of Growth’s portfolio and the Department of Expansion’s. The latter is a statutory department, which might be of importance when considering another provision within the Executive Departments Act, namely Article 1 §3.1 which forbids the President from assigning “portfolios, powers, and duties” to non-statutory departments already assigned to statutory ones, thus potentially putting the legality of EO 149-04 in question.
Assigning a similar portfolio to the new department as to an already existing one might have been a “necessary evil” though when considering the Department of Expansion’s repeated failure to engage in meaningful population growth operations. This claim is supported by taking a look at the discord server's member count, which has not gone up within the last month at all, but rather receded. It seems as though the department, initially founded by 123rd President Dovahkiin only for the purpose of handling the bureaucratic mess that his system of rewarding citizens for reddit crossposts from r/SimDemocracy to other subreddits created, has further and further strayed away from its original purpose, first to doing these crossposts itself and not just rewarding people for doing them, and now to having completely shifted most of its resources away from actual “expansion” towards organizing domestic events within SimDemocracy.
President Delulu has already appointed Tripod, a senior member of the Department of Expansion (DoEx) who previously headed the Office of Integration, a subdepartment of the DoEx, and thus should have ample experience in integrating new persons into SimDemocracy, to the position of Secretary of Growth. Whether they also possess the necessary skills for actually getting those new people into the server instead of just integrating them once they’ve already joined will show itself now.
They have already begun production of potential crossposts to other subreddits, and are planning to revive SimDemocracy’s social media presence on non-Reddit platforms such as YouTube, Twitter, TikTok, and Bluesky.
